Background: The Administration is requesting authorization to amend the 2017-2018 Intergovernmental Cooperative Agreement with the City of Milwaukee and to Enter into an Agreement with the Boys & Girls Clubs of Greater Milwaukee for the Truancy Abatement and Burglary Suppression (TABS) Program. The Department of Student Services is accountable for ensuring the implementation of the TABS program. The contract is consistent with state statutes as well as Administrative Policy 8.14.

Currently, TABS services provided solely at the TABS Centers: (l) The Boys and Girls Club, Mary Ryan Branch, 3000 North Sherman Boulevard, Milwaukee WI 53210; and (2) Don and Sallie Davis Boys and Girls Club, 1975 South 24th Street, Milwaukee WI 53204.

Changes to the Agreements are as follows:
1) WHEREAS, MPS, Club, and the City of Milwaukee Police Department desire to enhance the TABS Program by providing TABS Program services in-school through a pilot program
2) Youth who are identified as truants and who are picked up between the hours of 8:00 A.M. and 2:00 P.M. shall be conveyed to the appropriate location as follows:
a) If the youth is enrolled at the Barack Obama School of Career and Technical Education (“Obama HS”), 5075 N Sherman Blvd, Milwaukee, Wisconsin, the youth shall be
conveyed to Obama HS; or
b) If the youth is enrolled at the Lynde and Harry Bradley Technology and Trade School (“Bradley Tech”), 700 S 4th Street, Milwaukee, Wisconsin, the youth shall be conveyed
to Bradley Tech; or
c) If the youth is picked up north of Wisconsin Avenue and not enrolled at Obama HS or Bradley Tech, the youth shall be conveyed to the youth service center in the Mary Ryan
Branch of the Boys and Girls Club located at 3000 North Sherman Boulevard, Milwaukee, Wisconsin; or
d) If the youth is picked up south of Wisconsin Avenue and not enrolled at Obama HS or Bradley Tech, the youth shall be conveyed to the youth service center in the Don and
Sallie Davis Branch of the Boys and Girls Club located at 1975 South 24th Street, Milwaukee, Wisconsin.

The Boys and Girls Clubs of Greater Milwaukee will provide one (1) social worker at Obama HS, Monday through Friday between the hours of 8:30 A.M. and 4:00 P.M. to provide
services to all TABS Program youths brought to Obama HS for servicing. Additionally, provide one (1) social worker at Bradley Tech, Monday through Friday between the hours of 7:30 A.M. and 2:45 P.M. to provide services to all TABS Program youths brought to Bradley Tech for servicing.

Milwaukee Public Schools will provide space for one (1) CLUB social worker at Obama HS and one (1) CLUB social worker at Bradley Tech for in-school TABS Program services.
Fiscal Impact Statement: No Fiscal Impact.
Implementation and Assessment Plan Upon approval by the Board to amend the agreements, these will begin as indicated in the attachments.
Recommendation: The Administration recommends that the Board authorize the amendments to the Intergovernmental Cooperative Agreement with the City of Milwaukee and the amendments to the agreement with Boys & Girls Club of Greater Milwaukee for the Truancy Abatement and Burglary Suppression (TABS) Program as set forth in the item above and in the attachments to this item.
