Background:
|
The Administration is requesting authorization to waive the three-year term limits of Administrative Policy 3.09(9)(e) and extend its contract with The Hays Group of Wisconsin, LLC dba Hays Companies of Wisconsin (“Hays”) for employee benefits broker/consultant services to the Office of Human Resources on an as-needed basis. Hays will provide strategic planning and design for health and benefits plans; assist with compliance issues related to employee benefits; serve as MPS’s broker for health and benefit plans; and work to communicate and educate MPS employees on benefit plans. Hays was chosen pursuant to RFP 955, which closed on September 26, 2017. In December 2017, the Board approved a contract with Hays with an initial term running from January 1, 2018 through December 31, 2020. The Board also approved one additional two-year option to extend if certain performance metrics codified in the contract were met. Hays met the performance metrics for the initial term; therefore, MPS is exercising the two-year renewal option. This renewal term will run from January 1, 2021, through December 31, 2022. The total cost of the contract in this first extension term will not exceed $300,000.
