Background:
On September 28, 2017, the Board referred Resolution 1718R-008 by Director Bonds regarding strategies for substitute teacher recruitment, hiring, and dispatching to the Committee on Accountability, Finance and Personnel.

The Administration is in agreement with the spirit of the resolution and is recommending its adoption with minor amendments.

The Administration recommends eliminating the component on regular substitute teachers subbing in a classroom for which there is no teacher available being eligible for vacancy pay. These employees are currently being paid a differential of $22.35 per day. To pay them vacancy pay would be cost prohibitive in light of budgetary constraints.

The Administration further recommends eliminating the component on dispatching because it is cost effective to utilize the current Frontline Education software to manage this process rather than manually dispatching on a daily basis.
 
Fiscal Impact Statement:
This item does not authorize expenditures.  
Implementation and Assessment Plan:
Upon approval by the Board, the Administration will continue its efforts to address the items in the resolution.  
Recommendation
The Administration recommends that the Board adopt Resolution 1718R-008 by Director Bonds regarding strategies for substitute teacher recruitment, hiring, and dispatching as amended in the attachment to this item.
