Background:
The Administration is requesting authorization to enter in agreements with 8 Community-Based Organizations (CBOs) to operate 47 CLCs at various locations during the 17/18 school year.

CLCs service over 19,000 participants each year. Each CBO provides fiscal administration of its respective CLC sites, hires and evaluates CLC staff and assists the respective day schools in developing extended-day academic, recreational and parent/family programming.

These agreements are funded by a combination of grant funds awarded to the District by the Wisconsin Department of Public Instruction (DPI), as well as District Extension and Board funds.

These Community-Based Organizations were chosen pursuant to RFP 939: Before and After School Recreational Providers, which closed on February 15, 2017. Each of the agreements presented for authorization will run from July 1, 2017 through June 30, 2018.

The total cost of each contract and associated budget codes are identified in the attached.
 
Fiscal Impact Statement:
This item seeks total authorization in the amount of $4,278,250.  
Implementation and Assessment Plan:
Upon approval by the Board, the contracts will begin as indicated in the attachments.  
Recommendation
The Administration recommends that the Board authorize the contracts for 21st Century Community Learning Centers as set forth in the attachments to this item.
